1. What does the Legislation define about Electrical and Electronic Equipment (E.E.E.)?

According to the Legislation, the responsibility for the recycling of Electrical and Electronic items is undertaken by the importers and first producers who: «Are obliged to establish processing systems of the waste of Electrical and Electronic Equipment on an individual or collective basis, applying for this purpose the optimum possible processing techniques of utilization and recycling».

2. Who are liable for the electrical and electronic waste and which companies are obliged to enter into a contract with the System?

The following definition applies as regards the producers and importers who are liable for the WEEE. «Producer» is considered each person who regardless of which selling technique he uses, including that of communication from a distance:

  • Manufactures and sells Electrical and Electronic equipment with his brand
  • Resells with his own brand or with any other way Equipment which is produced by other suppliers
  • Imports or exports as a profession, Electrical and Electronic equipment to a member state of the European Union or transports to Cyprus Electrical or Electronic equipment, on a professional basis, from another member state.

3. What does this obligation mean for the members of the System?

The Legislation presupposes the obligation of the producer to manage all types of waste of Electrical and Electronic Equipment which it places in the market, the members of the System are obliged to declare and to pay fees only for the whole of the E.E.E.

4. What type of appliances should be declared?

Although the Legislation presupposes the obligation of the producer to manage all types of waste of Electrical and Electronic Equipment which it places in the market, the members of the System are obliged to declare and to pay fees only for the whole of the E.E.E of domestic type, that is, any appliances that may be found in a house. However, the same does not apply for the commercial/industrial E.E.E.

5. Which are the options of the producers of commercial/industrial Electrical and Electronic Equipment?

In this category of E.E.E. the producers have the following options:

  1. To declare the commercial/industrial equipment which they place in the market to the System and to pay the fees that correspond to them. The System, in this case, will have the obligation to accept waste of such a type from those producers, for management, when he delivers them at the Centres for Αssortment and Storing of the System.
  2. Not to declare this equipment to the System and to arrange their management themselves, directly with waste managers of E.E.E. without any involvement of the System.

6. How often are the declarations made?

The members have to complete 4 declarations a year, which are made every quarter as follows:

  • 10 April – Declaration which refers to sales of January – Μarch
  • 10 July – Declaration which refers to sales of April – June
  • 10 Οctober – Declaration which refers to sales of July – September
  • 10 January – Declaration which refers to sales of October – December

According to the size of the company, WEEE Cyprus may decide that the company submits its Declaration on an annual instead of a quarterly basis. In this case, the Declaration should be submitted until 20 January and will concern sales of the previous year.

7. What are the payment methods and what is the margin?

After the submission of its Declaration, each member receives an invoice, the settlement of which has to be made within 30 days from the date of its issue. Cheques may be issued to WEEE Cyprus and sent by post or the amount may be deposited in the account of the company, the number of which you can find in the lower part of the invoice.

8. What should I do if I do not have anything to declare?

In cases where a company does not have any appliances to declare for a specific period it has to complete the relevant letter «Submission of Declaration – No Declaration for the period» which you may find in our webpage or you can ask for it. Just make sure you complete all the necessary details, such as the letterhead/name of your company and sign it. You can send this letter by fax to 22 586 001 or electronically to admin@weeecyprus.com.cy.

9. Is there a certain minimum quantity of Electrical and Electronic Items for which a Declaration has to be submitted?

As long as you have placed any quantity of E.E.E. on the market, you should complete the Declaration properly.

10. What are the charges?

The charges per category are as follows:

  • From 1/12/09-30/6/10

  • From 1/7/10- 31/12/12

    tbl1

  • From 01/01/13- Today

11. Why are there two different charges for each category?

For all categories, except «Fluorescent bulbs», «Refrigerators», «Air conditioners» and «Screens and TV sets», there is a differentiation between small and large appliances and different fees for the two. The reason for the differentiation of the appliances is due to the size of the appliances as, for example, a large appliance needs more space for transportation and storage, more time during handling and, on the other hand, provides more metals and therefore its cost is lower than a small appliance that does not contain metals.

12. How can I know if an appliance is included in the Declarations and, if it is declared, in which category does it belong?

In the WEEE Cyprus webpage, the main appliances of each category can be found in the indicative lists of appliances. If an appliance is not found there, then you can contact us on telephone no. 7000 9333 to clarify in which category it belongs.

13. What happens to the money which is collected from the declarations?

It is important to remind that WEEE Cyprus is a non-profitmaking organization, therefore the fees have been determined so that they just cover the expenses of the System, for example, the cost of collection of the appliances, the cost of storage, the cost of handling, the cost of exporting and other administrative expenses.

14. What should you know to fill in the declaration?

The correct organization has as a result the ease in the way you fill in the Declaration. This is why you need to know the quantity of the electrical and electronic appliances which you have sold (of your own importation or manufacturing) and its weight in kg. By knowing to which of the 12 categories they belong, you just need to note the total weight in each category – you can find indicative lists of appliances in our webpage.
